The state development and reform commission (NDRC) and the ministry of housing and urban-rural development (mohurd) have issued the 13th five-year plan for the construction of urban sewage treatment and recycling facilities.

According to the plan, by the end of 2020, the black and smelly water in built-up urban areas at the prefecture level and above will be controlled within 10%. Municipalities directly under the central government, provincial capitals and planned cities should basically eliminate black and smelly water by the end of 2017. By the end of 2020, the harmless disposal rate of municipal sludge at or above the prefecture-level will reach 90%, and that of other cities will reach 75%.
