We will strengthen the response to heavy pollution in the weather, ensure joint prevention and control of air pollution, increase production in key heating industries at different peaks in the heating season, and guide and urge all localities to improve and strictly implement emergency plans for heavy pollution in the weather. The formation mechanism of heavy pollution weather was thoroughly studied.

We will comprehensively control soil pollution. We will promote the development of a green financial system and make preparations for the collection of environmental protection taxes.
Third, we will strengthen the rule of law in the environment. We will promote the formulation and revision of laws and regulations on the prevention and control of water pollution. We will continue to carry out the annual activities for the implementation of the environmental protection law, strengthen the linkage between environmental administrative law enforcement and criminal justice, and intensify the investigation and handling of major environmental violations. We will implement a plan to fully meet discharge standards for industrial pollution sources, meet the standards within a specified time limit, and close them down within the time limit in accordance with the law. Reduce waste of water, wind and light, and promote the development of clean energy. We will encourage key cities to implement mandatory garbage classification. Fifth, we should actively respond to environmental risks. We will improve the system for preventing and mitigating environmental and social risks. We will strengthen the screening of potential environmental safety hazards, promote the establishment of a pilot environmental risk early warning system, and carry out emergency management of drinking water sources. We will strengthen oversight of nuclear and radiation safety. We will handle and respond to environmental emergencies.
