The state development and reform commission (NDRC) and the ministry of housing and urban-rural development (mohurd) have issued the 13th five-year plan for the construction of urban sewage treatment and recycling facilities.
The plan is clear. By the end of 2020, all built-up urban areas at the prefecture level and above will be basically collected and processed. County not less than 85%, which strive to achieve 90% in the eastern region; The number of towns under construction reached 70%, and the number in the central region reached 50%. Beijing, tianjin, hebei, Yangtze river delta, pearl river delta and other areas completed one year ahead of schedule.
By 2015, China's urban sewage treatment capacity had reached 217 million cubic meters per day, the urban sewage treatment rate had reached 92 percent, and the county sewage treatment rate had reached 85 percent. However, there are still some outstanding problems in China, such as uneven regional distribution of sewage treatment facilities, lagging construction of supporting pipe network, serious infiltration of old pipe network, heavy construction and light management. To this end, the plan has formulated detailed targets and measures, which require the construction of urban sewage treatment facilities to be transformed from "scale growth" to "quality improvement and efficiency enhancement", from "heavy water and light mud" to "both heavy mud and water", from "sewage treatment" to "recycling".
According to the plan, by the end of 2020, the black and smelly water in built-up urban areas at the prefecture level and above will be controlled within 10%. Municipalities directly under the central government, provincial capitals and planned cities should basically eliminate black and smelly water by the end of 2017. By the end of 2020, the harmless disposal rate of municipal sludge at or above the prefecture-level will reach 90%, and that of other cities will reach 75%. County strive to reach 60%; In key towns, an increase of 5 percentage points was achieved, and sludge treatment and centralized disposal in the towns were initially realized.
