Project management
1、Purpose
In order to systematically control the safety, quality, schedule and investment in the service of project design, procurement, construction and start-up, so as to standardize and follow the rules of project management, SWET formulated project implementation procedures and management regulations to achieve the objectives of the project.
2、In-service Responsibilities of Project Management
(1)Project Manager
Execute the contract of project, the authorized representative contact with customers.
Base on the contract, overall responsible for project implementation, coordination and control, and responsibility for the safety, quality, progress and cost of the project.
Implement the procedures and regulations of project which established by SWET.
(2)Safety Manager
Under the leadership of project manager, responsible for organizing, directing and coordinating the safety management of the project.
Organize and study the safety matters of construction and operation.
Organize and study the safety measures in transportation, storage and start-up of equipment and materials.
Inspect and responsible for the safety education, health and environment on site.
(3)Design Manager
Under the leadership of the project manager, responsible for organizing, directing and coordinating the design of the project, and the progress, cost and quality of the design.
Entrusted by project manager, negotiate and handle design or technical issues with customers, patentees, and manufacturers directly.
Implement the control procedures and regulations of design.
(4)Purchasing Manager
Under the leadership of Project Manager, responsible for organizing, directing and coordinating the procurement of the project, and the progress, cost and quality of the procurement process.
Authorized by company and entrusted by project manager, sign purchase contract with supplier, and responsible for organizing and purchasing-related issues with manufacturers during the implementation of the project.
Implement the control procedures and regulations of procurement.
(5)Construction Manager
Under the leadership of Project Manager, responsible for organizing, directing and coordinating the construction of the project, and the progress, cost and quality of the construction.
Authorized by company and entrusted by project manager, organized the bidding and sign the subcontract with company of construction. Inspect and responsible for organizing and the management on site during the construction.
Implement the management procedures and regulations of construction.
(6)Start-up Manager
Responsible for organizing the start-up service based on the contract. It mainly includes organizing and compiling operation manual, training and guiding start-up and so on.
(7)Financial Manager
Assist the project manager to control the cost of the project.
Coordinate and guide the cost estimation engineer, cost control engineer, financial accountant, responsible for making fund plan.
(8)Project Engineer
Assist project manager to be responsible for internal coordination of the project and coordinate the implementation and inspection of the procedures with owner. Assist the project manager to control the progress of the project, communication and other administration jobs.
Inspect and implement the plan of project, responsible for documentation and file etc.
(9)Quality Manager
Prepare the quality plan of project and check the implementation.
Collect feedback information of quality and prepare the quality report of project.
